District English Learner Advisory Committee (DELAC)

Purpose:

The English Language Advisory Committee (ELAC) provides a platform for parents of English learners to learn about programs, voice concerns, and advocate for their children's needs. In California, schools with 21 or more English learners are required to have a functioning ELAC. The majority of ELAC members must be parents or guardians of English learners, with a percentage at least equal to the percentage of English learners at the school.

Key Responsibilities/Considerations:

Advising on School Programs:

ELAC members provide input and recommendations to the principal and staff regarding the school's English learner programs, including implementation and evaluation of program objectives and activities.

Site Plan Development:

ELACs assist in developing the school-level plan for English learners and submit it to the School Site Council for consideration.

Needs Assessment:

ELACs contribute to the development of the schoolwide needs assessment, which identifies the specific needs of English learners.

Advocacy:

ELACs advocate for the needs of English learners, including their families, and play a crucial role in ensuring that all stakeholders are involved in the students' success.

Family Engagement:

ELACs work to make parents aware of the importance of regular school attendance and to provide them with training and opportunities to be actively involved in their children's education.

DELAC Representation:

Each ELAC has the opportunity to elect at least one member to the District English Learner Advisory Committee (DELAC), which provides a district-level perspective on English learner programs.
